*Fix for Arctic join + Kd diagnostics

o Moved Kd_interface diagnostic to before entrain_diffuse
  to diagnose true total Kd (in ALE)
o Removed ability to match KPP to interior diffusivity
o salt_restore.nc had bad data (moved old file to salt_restore_bad1.nc)
o seawifs_1998-2006_smoothed_2x.nc had similar issues
  (moved old data to seawifs_1998-2006_smoothed_2x_bad1.nc)
