SPEAR model should be removed from github

Describe the bug SPEAR is developed on gitlab and may not have public development. The model and other yaml development should be added to the SPEAR repository here: https://gitlab.gfdl.noaa.gov/SPEAR/xml/-/blob/RTS/SPEAR_c192_o1_Control_1850_Q50.xml?ref_type=heads (which I think is already happening @uramirez8707 thanks).

The SPEAR yaml development should be removed from this repo.
